Open innovation can be the answer to turbulent and wicked problems faced by the public administration recently, especially in the COVID-19 pandemics. Open innovation relies on involving and activating external and internal stakeholders in a collaborative effort. The innovation projects often fail at the fuzzy front-end of innovation. We propose that by studying collaboration at the fuzzy front-end of open innovation projects and their transition to the implementation stage, we can enhance the ability of innovators and governments to use open innovation more effectively to improve the public service. Our research goal is to analyze the collaboration between public administration and open innovation initiative, focusing on how the project was organized to advance from the fuzzy front-end to the implementation stage within the context of the public sector using the case of the Smart Quarantine project in the Czech Republic. We will use press coverage, semi-structured interviews, internal documents, and other data sources to answer the following research question: On the network level, what were the causes of the major difference between Smart Quarantine 1.0 created by the COVID19CZ group and Smart Quarantine 2.0 implemented by the public administration? We will analyze the collected case data using social network analysis and grounded theory.
