Setting energy efficiency headline target of 32.5% for 2030, the EU has increased the amount of public funds available for energy efficiency. However, to meet the objectives of this target, there is a need to further unlock public and private financing, in particular for energy efficiency investments.
More effective use of sustainable funds not only accelerates the pace toward climate, environmental and social sustainability target but also attract more funds specifically from private finance instruments. In order to design more effective financial products for energy efficiency investment projects, the main objectives of this project is analyzing cost-effectiveness of recently funded low-carbon projects to provide an evidence base that will help financial decision makers to improve performance of energy efficiency financial schemes.
• Evaluating ex-post analysis of energy saving in low carbon projects funded by public financing schemes to find out the real energy saving and impact of these programmes
• Comparing the claimed energy saving and achieved savings in real conditions after project implementation
• Cost-effectiveness analysis of low-carbon projects which were funded by public financing schemes and comparing the outcome of these financial schemes to support the design of more effective administration and evaluation process.
